I have done M.Tech in Structural Engineering. I want to do Ph D in structural Engineering in Israel with Scholarship as I am from poor background.Kindly advice me as to which university offer PhD in above subject in English

As far as i know the only institution in Israel that might be able to offer you a PhD in structural Engineering is The Technion in the city of Haifa.
In order to find out if you can apply, if they have the program you're looking for and if they could offer you a scholarship you need to contact them directly.
