Plant protection is one subject in the master degree programs in agricultural sciences in Israel. Among the institutions which offer the different programs you can find: The Ben Gurion University of the Negev in Beer Sheva, The Weizmann Institute of Science in Rehovot and The Hebrew University in Jerusalem.

Each institute offers a different scholarships and in order to get more information about the different scholarships you'll have to contact them directly.
Keep in mind most international students who get a scholarship come from countries that are considered poor or in crisis.
