Are you already in Israel or planning on coming here for the doctorate? If not it might be problematic because most institutions which offer doctorate programs wants the candidates and students to stay near by. There is no problem with working part time but you will have to be in Israel.

There are a few institutions which offer different doctorate programs, in order to find out if they offer the one you're looking for you'll have to contact them directly: The Technion in Haifa, The Tel Aviv University, The Ben Gurion University in Beer Sheva and the Hebrew University of Jerusalem.
Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
