As far as i know there are no international programs like the ones you're looking for but if there is anything similar it will be in one of 2 place: The Technion or The University of Haifa.
I advise you to contact them through their website to find out what kind of courses they can offer you and maybe you'll find something close to the courses and programs you've mentioned.
